New Style's Numbering Won't Restart

[Word 2002] I scanned a document, subjected it to OCR, and opened
it in Word. I brought in a couple of styles from another
document. (Through Format/Themes/Style Gallery; where the heck is
the Organizer? I couldn't find it.) Changed some text paragraphs
to the preset styles I had. So far so good.

Some of the original text was subsections to the paragraphs I re-
styled. I created a new style to make these paragraphs look the
way I wanted, and applied the style. So far so good.

Unfortunately, those subsection paragraphs have continuous
numbering instead of restarting after each intervening, different
style. Right-clicking and then selecting "restart numbering" has
no effect. Modifying the style to open up the Numbering dialog
box is ineffective, because that panel with the "restart after"
option is not visible; it's like an abbreviated panel without the
"more" and "less" button.

I'm at a loss to figure out the cause of the problem or the
remedy. Could someone please suggest something helpful?

Also, what are "list styles," and when would they be used?
