New installation cannot download MS updates

This new installation is apparently unable to download
the automatic update utility. When I try to use the MS
Windows update site, it just sits there.

I have tried to find information in the Knowledge Base
but have not had much luck. One thing I have discovered
is that the registry key related to this does not have
the expected settings. According to KB article 326693
this key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersi
on\WindowsUpdate\Auto Update

should have AUState and DetectionStartTime entries;
neither of those is present.

I have tried a Windows repair by booting from the CD, but
that has no effect on this. This is a new install and
there is almost no other software on the computer, except
Norton Antivirus. However, if I were to wipe it clean
and start over I would have to have the cable technician
out again to reinstall that, so that is really a last
resort.

Anyone have any ideas?

Based on research I have listed some troubleshooting steps. The instructions provided below are a little lengthy.

Note: I would recommend you to temporarily disable or shut down any antivirus software, Script Blocking programs and Firewall if any,
installed on your system while accessing Windows Update site. Be sure to enable them again when you complete the update process.

Step 1: Clear Cache and History:
--------------------------------------------
1. Click Tools on the menu bar of Internet Explorer
2. Click Internet Options, then Click the General Tab.
3. In the Temporary Internet Files section, Click Delete Files.
4. In the History section, Click Clear History.
5. Click OK.
6. Click Start and then Click Run.
7. Type "explorer" (without the quotation marks) in the dialog box and Click OK.
8. In the left-hand frame, click the '+' next to the Program Files folder.
9. In the left-hand frame, double click the WindowsUpdate folder and delete everything in it except for the wuhistv3.log file.

Step 2: Remove Windows Update Controls:
----------------------------------------------------------
1. Click Start, select Run and in the Open box type (without the quotation marks):

"regsvr32 /u c:\windows\system\wuv3is.dll"

2. Delete wuv3is.dll from the C:\windows\system directory:

- Click Start, select Find, and then select Files or Folders.

- Type (without the quotation marks) wuv3is.dll in the Named box.

- When the file is found, right-click it and select Delete.

Step 3: Add the following information to your Trusted Sites Zone in your Security settings:

1. From within Internet Explorer, click the Tools menu option, then select Internet Options
2. Click on the Security tab then select the green "Trusted sites" icon
3. Click the "Sites..." button
4. Make sure the "Require server verification (https:) for all sites in this zone" option is NOT selected
5. In the "Add this Web site to the zone" field, type http://*.microsoft.com then click Add
6. In the same field, type http://*.windowsupdate.com then click Add
7. Click OK
8. Click OK again on the Internet Options screen to save the new settings

Step 4: Enable all Active X Security
-----------------------------------------------------
1. Click Tools on the top toolbar in Internet Explorer
2. Select Internet Options and then click the Security tab
3. Click on the Trusted Sites icon and then click "Custom Level?"
4. Select Enable for all ActiveX controls and plug-ins
5. Click OK, then click OK again
6. Close Internet Explorer and reopen it

Now connect to the Windows Update site and check if the issue is resolved.
