new emails only showing in left pane of Outlook

Running Outlook2003 with latest patches. This occurs only so often and very
random. New email messages will only show on the left pane and not on the
right pane within Outlook. I already checked filters and there are no
filters applied. Also no rules either.

By default the user has their view set for shortcuts which their inbox is
listed and will show they have new emails. If they click on another folder
and go back to the inbox typically the emails will then show on the right
pane.

Had the user switch from shortcut view to mail view and still the same
problem.

One thing to note, when I made an SMS connection to view the problem that in
itself made the messages appear on the right pane. Any ideas?

Windows XP firewall causes this. In firewall settings, make exception for
program outlook.exe

We have XP's firewall policied off by default. Could there be anything else
causing the issue? Especially since it is so random that one time it might be
fine the next time it wont or by going to another folder and back would allow
the messages to show. I would assume if it where a firewall issue that it
wouls be all or nothing. meaning it would never show the messages or it would
always show the messages and not so random.
