New Connection Wizard

I reinstalled Windows XP Home after hard drive failure.
All is OK except that I cannot configure any dial-up
connection using the New Connection Wizard. After opening
the Wizard I click on 'next' on the first screen,
select "connect to the internet" on the second screen,
select "set up my connection manually" on the third
screen, then on the fourth screen the "connect using a
broadband connection that is always on" selection is
already made and the other two selections,
including "connect using a dial up modem" are 'greyed out'
and I cannot select the dial up modem option.
I've checked the modem, reinstalled the driver and been
through all the trouble shooter sequence.
Any ideas?
