Internet Setup Options Grayed out.

Had a problem with XP Home and had to reinstall the
operating system. Cannot
reinstate internet dialup using Internet Wizard.
When using the Internet Wizard here are the steps taken:

1. click desktop icon for Internet Options
2. New Connection Wizard panel appears
3. click - Setup My Connection Manually
4. click - Connect using a dial-up modem
5. this is where the problem appears
first option is grayed (not available - this is
the needed option)
second option is also grayed
third option for broadband is not grayed
(available)

For some reason is locked such that only a Broadband
Network is being permitted.

...yes, the modem works fine - can use the MS Terminal
program or send/receive faxes.

Check to see if your Telephony service is enabled ...
