New Connection Wizard

When trying to run new connection wizard and setup
connection manually I only get the option of broadband
connection that is always on. I need to use a dial up
modem. The modem is installed and works with hyper
terminal.
In Internet Properties under connections I have tried Add
but get error 711 cannot load the Remote Access Connection
Manager. I have tried starting this manually through
computer management but get error 1068 the dependency
group or service failed to start. Error 1068 is not listed
in Help.
I have reinstalled Windows (choosing upgrade) and get the
same again
Please help.
