new computer user

I just bought this computer from the prior owner and it keeps freezing up on
me. I dont know who to call about this problem or what to do about it. I am
not really good at useing a computer yet and would really like some help. I
dont know if there is an error that needs to be corrected or what.
 
Regarding " I dont know who to call about this problem "... why not start
with the seller?
