Network Problem

I am having a problem with a computer running XP Pro. I
can assign a static IP address to the machine, but then I
can only ping other machines, I cannot view them. when I
set it to dhcp I get an address of 169.254.215.x with a
subnet mask of 255.255.0.0 if I run an ipconfig /renew I
get the error of operation was attempted on something that
is not a socket.

Any one ever seen this before?
