Network Adapter Sends but no Recv

I have an XP machine with cable modem. After installing
microsoft updates cable modem no longer accessible.
Connected XP machine to existing home network and network
adapter will send but not recv any data. Removed NIC and
installed new one, same prob. Upgraded to XP Pro, same
prob. Can't uninstall TCP/IP to reinstall. NIC gets link
light and shows activity. Hub gets link light. XP cant
see other computers in same workgroup and they cant see it.

Try disabling the firewall on your network configuration.

Firewall is not enabled. Tried enabling it with allow all
out and in, same problem. Tried deleteing registry keys
for winsock and winsock32 to get rid of TCP/IP but after
reboot winsock32 is back and TCP/IP protocol is still in
place. Need to remove and reinstall it to correct TCP/IP
stack.
