acquiring network access - never connects

on a fresh install of xp pro with sp2, my laptop will not "see" any network
to connect to or receive an assignment from dhcp. In fact, there are no
received packets at all on the nic card but plenty going out.

I've tried new cat 5 cable
I see lights on both the nic and the cable modem flashing
I release the ip on my home machine before powering down the cable modem,
waiting 10 minutes and restarting both the laptop and the cable modem.
I can ping 127.0.0.1 as well as any ip I install manually
I have the laptop nic set up just like the home computer.

any ideas what else I can try?

Find out if the problem is the laptop, or your internet service.

1) Can you try someone else's computer in place of the laptop?
2) Can you try the laptop on another network?

On the laptop, reset TCP/IP:

Start - Run - "cmd". Type "netsh int ip reset c:\netsh.txt" into the command
window.
