netsh dump

I work for a company that provides technical support for ISPs. A co-worker
of mine has started using "netsh dump" when faced with a 169 ip address. He
claims that it resets the tcp/ip stack. To my knowledge the only thing this
command does it create a text file. Can someone explain to me how running
"netsh dump" will help a 169 ip. Thanks

yes, that was a very fast response. I have read all of those articles
already. None support using netsh dump to "fix" a 169 ip addy.
