Netscape 7.1 fails to start under Windows XP

I had to reload Windows XP on my system due to a
corrupted registry. I re-installed etscape 7.1, the
installation completed without any errors. When I start
to start the application, nothing happens. I've tried
several un-install and re-install attempts. Other
programs start fine. What is causing this failure to
start?

I've had this program running previously on this system.
It runs fine on two other PCs with XP installed.
