Unable to install netscape 7.1

When tryimg to install Netscape 7.1 clean or upgrade the
program downloads all files but the install doesn't
complete and netscape doesn't start when install stops.
The icons are placed in quick launch and desktop but when
you click them nothing happens. I can remove XP and
reinstall ME and it works fine. I can load and install
7.02 and it works fine with XP but I want the popup blocker

I tried it both ways but netscape upgrades have always
uninstalled or upgraded previous versions and do with 7.1
on ME OS

Maybe so but overall it is still the best browser and they
got and still continue to get the shaft from MS
