Java, Netscape 7.1 and Windows XP

I downloaded and installed the Java Jre 1.4.2_05 for Windows (XP home edition)
using first the 15 meg offline installer and then the 1.3 meg online version.
Each time I got the same bad results. No error messages, but if you go to
Netscape Tools | Web Development tab, Java console is greyed out. Java is
selected in Preverences | advanced.
I uninstalled any previous Jre before re-installing.
Help | About plugins shows the new .dlls as being installed and enabled.
QuickLaunch is disabled for Netscape.
Previous to the attempted 05 install, websites worked OK with 04.

If I visit a website that requires the Java code, I see a "Puzzle piece" and
the words "Click here to get the plugin". The Java Icon never appears in the
lower right part of the screen.

A week ago, I successfully installed this same code, "...05" on a Windows 98
machine. It works OK. Only difference is the Operating System.

What is the missing piece in this puzzle? How does Netscape "Find" the Java
console normally? Are there some registry entries I should check?

Remove the "Plink" for e-mail address.
