Went to run this util and could not find it on XPPro box
or on the CD. Was this not included with XP or was it
changed to a new program?

The old "net diag" program isn't included in XP. There are more
extensive network diagnostics available in the "netsh" program.

For command line access to them, open a command prompt window and type
"netsh diag". Then, enter the "?" command to see a list of other
commands.

For graphical user interface access to them, enter the command "netsh
diag gui" in the Start | Run box.

Netdiag is part of the support tools you must install from the XP CD.
Then you get a Windows Support Tools group on the start menu.
Go to the command prompt, and all the tools will work.
