.net, sp3 and windows installer

i have an application that i would like to run but i was told i need to
several things to make it run.

i will try to keep this as simple as possible...
-- i have windows service pack 3 installed.
-- i tried to install .NET Framework 2.0 but it says i need the Windows
Installer 3.0.

-- i try to install Windows Installer 3.0 but it says i have Service Pack 3
and i dont need to install it.


what can i do??
