Net problem on Network

My friend is running a network but cannot access the
internet, he is able to get on the net and send and
recieve packets ... but not view pages

any help would be very helpful
 
could be an over protected firewall
can he email? if so might be the browser.
 
May be a DNS issue. From the command prompt run nslookup
utility. Verify that DNS is working.
