.Net 2.0 missing msvcr80.dll

I downloaded .Net Framework 2.0 and installed it but it fails and the
programs that rely on it fail because they say they can't find msvcr80.dll.
I uninstalled the download and redownloaded and reinstalled and got the same
situation. Can someone tell me what I am doing wrong or how I can fix this?

Thanks UNK.. I read the articles as you said and found the cure for my
problem. That was to delete Windows Defender. I deleted and restarted and did
not have the missing dll problem.
