Need to contact Microsoft to an english speaking person in the USA.

Due to many hardware problems on my PC, I had to
install Windows XP several times. I finally bought a new
HD and installed to fix the problem but when I went to
activate on the internet I was blocked. In the process,
the Microsoft website instructed me to call to re-
activate. I pressed the "Telephone" key as instructed but
there were no phone numbers where it indicated they would
be. I looked up Microsoft on the internet and called 425
635 3311. I didn't realize I was calling India.The lady
couldn't understand my Texas draw I guess but after a few
attempts she transferred me to another department. The
man who answered said he could not hear me and then he
hung up......does MS have a phone number to an AMERICAN I
can get this resolved?

Use the US country code before the phone number, as in "1-425-635-3311"
(unless, of course, you live in the Seattle Metropolitan area, in which case
"425-635-3311" is probably a local, non-toll call). This will be a toll
call from Texas, but you will probably get an American English speaker.
However, with so many I.T. companies outsourcing their Customer Services to
India (Microsoft included), you may also get "Justin" Akapaka or "Susan"
Palevehi from the Microsoft Call Center in Bangladore, India.

However, I don't understand why the Activation Wizard didn't display a local
number (or non-toll number) to call.
 
That seems to be the new thing these days. The larger companies
have subcontracted telephone answering to companies in India.
What's worse, you have to first punch in your own telephone
number, then punch 1 for English, punch 3 for such and such a
department, punch 4 for something else, and then punch 7 because
that's as close as you can find to the subject you are calling about.
Apparently, they can't be bothered with customers calling them.
