I'm not too tech savvy but recently tried to scan with Norton Antivirus in
Safeboot mode. I went to Start/Run, typed misconfig, and on the BOOT.INI tab
selected SAFEBOOT,and RESTART. The computer restarted but did not do
anything. The only thing that appears on the screen is a message stating
"out of scan range 35.5 KHz/86Hz" I have no control of anything and cannot
even turn the PC off using the power button.

The reason I did this was because something had infected my PC or IE, and
was inserting "advertisements" on any web page I visited. Whatever infected
my PC was not detected by Norton Antivirus (on the PC) nor McAffee (through
my ISP).

Any suggestions as to how to get some control of the PC in order to attempt
to get out of SAFEMODEwould be greatly appreciated.

try booting up with
your windows cd and
log into the recovery console.

when you get to the recovery
console command prompt run the
following commands:

chkdsk
fixboot

then "exit" and try to
reboot with out the cd.

the section on
"how to use the recovery console command prompt"
will explain the above:

if the above fails, you can
use you windows cd and
do a "windows repair".

this is better than a
"re-installation" of the o.s.

Hold the power button in until the PC turns off, release the button, wait 30
seconds, turn it on and see if it boots OK.

The probable reason the AV programs didn't pick up anything is because your
PC is probably infected with malware. Try running Spybot and get rid of
anything it detects. Continue running it over and over until it doesn't

In addition to what the other's have suggested, I would highly
reccomend that you get rid of Norton. It's a resource hog and causes
nothing but problems. I had Norton on my system and many people
suggested removing it for the same reasons. I finally did and I
haven't had a problem since. I highly recommend the following, best of
all they are ALL free:

AVG- this is for antivirus - http://free.grisoft.com/doc/1 ( click on
the free basic protection download and follow instructions) go slowly
and you shouldn't have any problems


Comodo - this is for your firewall- http://www.personalfirewall.comodo.com/
(click the download now button for Comodo free firewall(center area)
and follow instructions.


Spybot - this for anti spyware - http://www.safer-networking.org/en/download/index.html
(click on download) and follow instructions


A-squared - this is for anti-malware remover - http://www.emsisoft.com/en/software/free/
(clcik on download, then click on A-squared 3.0 and follow
instructions)


Remember you have to remove ALL Norton's products beforehand:

Did you remove Live Update from Add/Remove programs? I recollect
that
has to be done as well as removing the main program. Then check in
services to see if any Norton or Live Update services are still
installed. Go to Start | Run | services.msc to see those. Also did
you download and run the removal utility from Symantec for your
version of Norton? (remember to do this)


(Once changed, Comodo will start giving you pop-up screens for you to
decide whether you want to allow programs such as the example below.
After your computer is set-up these will gradually become less and
less over time, although they occassionally pop-up. Just read what it
says.) The below is an example of what I mean; I didn't know what
Svchost was:


Svchost.exe is needed to check for updates at the windows update
site. You only need to allow that to run when you going to the
windows update
site. Otherwise it can be denied

Also unless you remove ALL of the Norton/Symantec products you'll get
a LU (Live Update) pop-up screen asking for permission to sign on.


Lastly, since you said your not too tech saavy I would
also suggest buying 'XP for dummies' (It's just a name)
