need help with registry change

How in Win 2000 Pro do you stop your users from using the Control Panel/
Add/Remove Programs/ Add /Remove Windows Components ? From the Registry
file.
Need to stop them from adding the games from a CD install, but still be
able to use the CD and the rest of the options.
