need assistance

i try to install a antivirus program and when i restart the computer, it will
send me to the to start in safe or normal. and every time i try to restart
normal it does it again. so i do go into safe mode and restore to previous
date. i already formated and reinstalled everything once. what can be the
problem

You should ask for technical support from the author of your antivirus
program.
