Name not showing up in the To: field

When this particular user sends an email to

A user sends an email to a user at an outside company that he has in his
contacts. In the To: field he selects 2 addresses from his contacts, in his
contacts the display name and the emal address is the same for both. when he
looks in his sent items only one the one contact is listed in the cc field.
When we go to the exchange tracking both are listed in the To: field. My
issue is why isn't t he one in the To: field showing up in the sent items?

Please help
