name not showing in sent items

A user sends an email to a user at an outside company that he has in his
contacts. In the To: field he selects 2 addresses from his personal contacts,
in his contacts the display name and the email address is the same for both.
When he looks in his sent items only the one contact is listed in the cc
field. My issue is why the one in isn’t the To: field showing up in the sent
items?

We have exchange server 2003 and outlook 2003. When I try it on my pc I
don’t have an issue.

I believed that duplicate addresses will be removed if Outlook/Exchange can
determine they are, in fact, duplicates, but after trying it myself, that
appears not to be the case. I added the same address twice to an outgoing
message and the Sent Items folder shows them both. It was delivered only
once, however. I don't know if that's the result of what Exchange does (only
sending one copy) or the receiving mail system does (seeing that the inbound
addresses match and only delivering one copy).
