Nagging Error Popup

A couple of weeks ago I started getting an error popup every time I
try to go to a web link that doesn't start inside the browser. It
works. That is it starts the browser and goes to the target URL, but
it always throws up the following error which I have to knock down
again, and again, and again, and . . .

=========================================================
Windows cannot find 'http://www.whereeverimgoing.com'. Make sure you
typed the name correctly, and try again. To search for a file, click
the Start button, and then click Search.

OK
=========================================================

Anybody know how I can stop it from warting me to death with this
message?
