HELP: windows doesn't know how to open urls/links anymore...

I think I lost my associations with HTML/URL links. When I open *.url files,
nothing happens (when in the past it would open the URL inside the file).
When trying to load websites (from links) then I get an error popup message
that says:
---
Windows cannot find 'http://example.com/'. Make sure you typed the name
correctly, and then try again. To search for a file, click the Start button,
and then click Search.
---
If I load up internet explorer and manually type or paste the url in, then
it's fine.

I need this fixed as I cannot use DimSum Chinese Tools* since it relies on
this mechanism.

Do you really want to trust someone that was banned from posting
