mysterious toolbar additions

I suddently have two mysterious toolbar additions that I
can't get rid of. I must have inadvertently clicked an
install button on a pop-up or something. It's call "IST
Bar" and it consists of three options - something about
credit, money and another appears to be strictly a porno
site.

How can I get rid of this. I keep clicking the toolbar
to make them not appear and then lock the toolbar, but
after a few times of opening my home page, it comes back.

The first thing I'd try would be to scan with a decent anti-adware tool.
I personally use Spybot Search&Destroy, which can be downloaded free of
charge from
http://security.kolla.de
Make sure you download the latest update files for it too, then scan your
system.
Spybot seems able to deal with most spyware/adware. Once your system is
cleaned,

1) update to all the latest security patches from Microsoft, via Windows
Update.
2) If you don't already have one, install a good firewall, and preferably a
popup/advert blocker too. I use the ZoneAlarm Pro product (www.zonelabs.com)
which combines both capabilities, although they do offer a firewall-only
product for free download.

You've been infected with an ad-ware program. Get Adaware from
http://lavasoftusa.com/, install it and run it to rid yourself of the junk.

Get ToolbarCop:
http://www.mvps.org/sramesh2k/utils/ToolbarCop.exe

ToolbarCop removes the Toolbars, Toolbar buttons and unwanted
menu-extensions from Internet Explorer. It does not remove the spyware from
the system entirely. It is advisable to run Ad-Aware scan
(www.lavasoftusa.com), if the toolbar entries are not removed.

SpyBot S&D searches your harddisk for Spyware and Adware
