language toolbar keeps appearing

Using xp pro with all latest updates...
The language toolbar keeps appearing next to the icon tray. I have it
unchecks, the Lock Toolbar checked. But it keeps comming back.

THe only tool bar I have check is Quick Launch Toolbar.

Any ideas on how to stop it form reappearing?

Go to Control Panel > Regional & Language Options > Languages tab > Details
button > Advanced tab > select the bottom checkbox (Turn off advanced text
services), click apply.
