Toolbar Change disabled

When I right click on the taskbar, I get the popup with the Toolbars choice
active. When I click on Toolbars, all options come up as Inactive (gray).
The taskbar is not locked. This happens in my admin account. In a
restricted user account, all of the Toolbar options come up as active. What
is causing the inactive options to appear, and how do I fix it?
