my quicklaunch toolbars functions have been deactivated

When I rightclick on my quicklaunch or taskbar, the
"toolbars" function is visible
and active, but the extensions (functions: Address, Windows Media
Player, Links, Dektop, New Toolbar) have been deactivated...... which
means I can't configure my quicklaunch bar any more.

It doesn't make any difference unlocking the taskbar........and I've
not been able to find an answer.......can anyone here give me some
advice?

OS: winXP sp2, latest build
