My phone is ringing after connecting???

After a reinstall of xp and configuring everything the way it was, when I
use the dial up to connect to Earthlink, my own phone starts ringing...every
time!
Anyone have any idea what might be causing this to happen and how to stop it
please?

You might be dialing a telco service number or something, that
causes the telco to call you back, but the telco cannot ring your
telephone while you have the phone off hook with your modem.
Put another way, whenever you pick up your phone (or your
modem picks up the phone line), it is impossible for the telco to
send you ring voltage to ring your telephone until you (or the
modem) hangs up.

In some areas, there are special numbers you can call that, when
you hang up, the phone will ring for you. So, make certain your
modem has the right number to dial.

You'll have to provide a lot more detail to get much usable
assistance, I think, unless someone has had your exact problem
before and recognizes it here.

Thank you for the response. This latest reinstall of XP has included a few
new "surprises" from MS after downloading the updates )
Anyway, if it helps anyone who might be using a catch a call, I discovered
and solved the issue. I had forgotten to mention I had a CAC installed in
series with the modem line when I posted. I'm sorry. The issue with the
returning call was the CAC unit. I solved the issue by taking the CAC out of
the loop and connecting the wall jack directly into the modem. The phone
issue was immediately solved. Then by disconnecting the CAC power supply for
an instant, it reset. Putting the phone lines back through the CAC and
everything is again peaceful in the valley
Thank you for responding, and I hope my explanation helps someone else who
might have this issue with a Catch a Call after an XP reinstall.
