My pc's stuck on Sfae-Mode

Help. My pc is stuck on safe mode. I have windows xp home edition. It
happened after installing an update. It states its missing stuff to properly
start. I've tried System Restore, but it states there isn't any, even though
July 3 was on their just yesterday. Did I download a virus? If so, how do I
find out? I have Macvee, and Lavasoft Adware removal. How do I start Registry
Checker? Please help.

Boot with your XP installation CD and do a Repair installation.

When done, run your AV and anti-spy apps.

Go to Control Panel and if update is listed remove it.
