Can't start windows... PCI Driver is either missing or corrupt???

Please help... I recently did a system restore. It wasn't giving me anything
better than before so I did an undo the last restore. Once the PC started
back up, Windows wouldn't load because in System32\drivers\pci.sys is either
missing or corrupt. I can't reboot from anywhere, can't log onto sfae mode
with command prompt. I can even re-install windows from my CD. It states I
need my original set-up CD which I don't have. Is there anyone that can help
me??
