My outlook will not respond on my new Dell computer.

Frustrated

I have uninstalled and reinstalled numerous times and it will not work.
 
Version of Outlook is 2003 and I installed it .
It is Microsoft Office for students and teachers 2003
 
So what *exactly* does 'not respond' mean?
