My "Lock the system" button not available

Sir.
I need a help that how i enable "Lock the system"
policy. Because i cant lock my system as this feature
seems to be disabled so tell me what to do and how to
enable it.

Use Group Policy [gpedit.msc] and look for appropriate setting under user
configuration/administrative templates/system/logon &logoff and disable it. ---
