My Interent has issues!

When I go to a website on my computer, the site always loads at the bottom. I
also cannot scroll up. My comp also makes weird beeping noises when it's
starting up? Please help!

I am glad I don't have your internet.
Sounds like a startup problem. Those beeps are important. Post what they
are. They are in a certain sequence to let you know the problem. They tell
you what's wrong with your computer. They occur during POST (pre OS system
test) in BIOS.
I suspect you have a video card problem.
