No access to "add/remove" programs

I need help-several weeks ago my comp started responding very slow-woul
hang between programs loading & would shut down or freeze.Then a fe
weeks ago the hard drive would "beep"....slow at first-(like a lo
battery warning in a smoke detector)-then started beeping all th
time.Now it takes forever to login.I cant open "add/remove programs" t
see whats there & i cant do a system restore. When I go into my compute
I get this-: an error has occurred C:\windows\syste
32\inetcpl.cpl.)There are also other icons / programs that wont open
Can anyone help? Tks-And

Install xp cd,exit the menu page,go to run,type:cmd In cmd type:
Sfc /Scannow When its thru,type:CHKDSK C: /F Agree to restart,type:EXIT
Remove xp cd,restart pc Back in xp,go to run,type:appwiz.cpl Add/remove
will open

Well at first to elininate some possibilities I would check for viruses and
malware and or spyware. Scan for viruses with your virus software. You may
want to consider trying out a program called Spybot. There is a free trial
at www.SpyWareBot.com/Spybot or AdAware at www.lavasoft.com this is
completely free
The syptoms you describe could be caused by malware. For information on
that google malware. There are a number of programs to clean up your system.
This may not resolve your issue but it will help you troubleshoot because
then you will know your sytem is clean and the integrity is OK. Besides a
technician will probably tell you to do these things to isolate the problem.

Take note of the beep(short,long,how many,in sequence, etc). Call you computer manufacturer and ask them for their beep codes. It will then tell you the issue that you are having. Most likely it is either the MOBO or HD.
