my help and support center will not connect to web

my help and support center will not connect to web. All other apps can get out, however instant support will not see a connection. have turned off all firewalls, reinstalled app and nothing. Can't get support, cus support cannot access web. What next??

If none of those suggestions work, try turning off / uninstalling any
download manager you have. See
