My Docs, Control Panel, My Comp won't open

I am trying to trouble shoot my sister's computer. When I
try to open My Documents, Control Panel and My Computer,
they will not open. I can open other programs such as Word
and Excel. I started the computer in safe mode and was
able to open My Documents, Control Panel and My Computer
without any problems. Then when I tried to go into Safe
Mode a second time, the computer ignored my F8 request and
displayed KEYBOARD FAILURE and continued to open Windows
XP. Now I can't even get into Safe Mode.

One possibility I recently came across. Do you have Windows Explorer
blocked in the firewall? It needs access but not server rights.
