Opening control panel and my computer

whenever I try to open control panel or my computer the hour glass comes up
for just a second but the application doesn't open. I can't get in using the
shortcut or from the program list. Nothing happens

The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?
