I've come to the concusion its a defective card. I put my old card back in
and everything is running fine I put in a new power supply didnt fix it so I
think its a defective card. So time to RMA it back to newegg sigh how long
does that take anyway?

Just to clarify, your old card used as much power as the
6600, so it's a basis for comparison against the the power
supply inadequacy potential?

Is the new power supply known to be quality, accurately
rated to provide enough power. For example, a Raidmax 450W
wouldn't do the job but an Antec 430W should.

It does seem possible the card is the problem though,
perhaps better to return it while the vendor warranty is
still in effect. Newegg has pretty quick turnaround,
usually they've cleared up returns within 3 days of their
receipt... though usually I don't wait on them if it's a
cash credit I just go ahead and reorder another part... if
you're expecting an exchange then you might need to wait
longer.... call and ask them what your options are, it can't
hurt.

Not long. Just go to the Newegg site to request an RMA number and
you'll get it immediately. The one time I had to return something to
Newegg, they shipped the replacement out the next day.

They'll keep you informed of tracking numbers, etc., just as they did
with the original shipment.

Leadtek?
If it's still under Newegg's vendor warranty then get them
to replace it... should be faster and if they'll give refund
towards another card you might want a different make?
I"m not certain of the particulars but in some instances
they'd even waive the restock fee "IF" the card weren't
defective but you bought another from them... unsure of the
details there but it might help to ask Newegg CSR, as
they've generally been pretty good on rare events a product
was questionable. Probably your card is just a rare defect
but who knows, maybe particular lots of cards had problems
and another brand is worth trying.
