my start bar is not on my computer and all of my icons are gone what do i do
please

What OS? What type of computer? Any more details?
Did you try the Safe Mode (press F-8 on the keyboard before the OS Boots).

Tap F8 right at power on, and go into Safe Mode.
Use the UP arrow to reach SM the list, then hit ENTER.
Once there do a System Restore to when things worked properly.

Start>Programs>Accessories>System tools>System Restore.

If using Norton, make sure it is disabled before doing SR.
