I have 2 computers with XP home.
They could not ping each other. Each computer could not ping itself.
I uninstalled Norton AV and Norton Control Center.
I went to ADD/REMOVE WINDOWS COMPONENTS (start-control panel-add/remove
program).
I checked all components to install the services.
Now, they can talk to each other and to the Net.

Your problem description says that you "disabled IPV6", yet your "ipconfig /all"
says otherwise. Please un install IPV6 properly. And check all network
components and services.

Make sure you don't have another firewall besides WF.
