That's simply nonsense. It depends on the case, the drives, what bays the
drives are in, and what cable you have. I've seen many installations, and
done some myself, with exactly that configuration.

It would appear that you are the one who has never looked inside a case, or
at least not very many of them.

LOL! How would you explain that I have 3 Desktop PCs with 4 IDE devices
inside (each) and 1 PC with 5 IDE devices inside (1 extra Controller)?
Note that each Controller has a long ribbon cable attached in most
cases. Otherwise, there are shops around having plenty of long ribbon
cables on stock - and they even sell them!

Rube Goldberg is getting out of hand. The OP was talking about
_using what he had_. All he wants to do is have his second HDD
show up, not rebuild his hardware.
I have a machine with a 36" data cable, with a power
cable, running out a PCI blank to change different HDDs.

What part of my posting is so hard to understand? And what is so hard
to understand regarding the original posting (cited):

Nonsense! The OP managed already connecting two IDE devices on the same
cable (see above) with existing hardware - in contrast to you and your
obvious low-cost PC.
