You need to install the Chinese:

Start > Control Panel > Date, Time, and Regional Language Optinons >
Regional and Language Options

OR

Start Control Panel > Regional and Language Options

Now go to the "Lanague tab" and check "Install files for East Asian
languages" click OK and Apply.

Check the Advance tab to see if the language you want is installed etc.

Hi Stephen,
I also have problem reading some Web pages containing
Chinese context. I followed the instructions you gave
here, and all the files are 'slected'. But I still can
not view the page. Any idea?
Thanks.
