Simplified to Traditional Chinese Input

My friend is in a bind, she recently purchased a DELL
with Win XP Professional but can't read Simplified
Chinese Input. Does anyone know how to change or add or
what to do so that she can read Traditional Chinese Input
for her Windows?

Control Panel>Regional & Language Options>Advanced, in the drop down menu
select Chinese (Taiwan) then restart computer.
