traditional chinese language pack

Trying to read traditional chinese on websites and found the language pack
not installed. Went to Control Panel and Languages/Regional and selected the
language and I get a drop-down box asking me to insert the Windows XP
Professional Service Pack 2 CD. I am operating with XP Media and service pack
2 but it was downloaded - the is no cd. Suggestions? Should I download
Service Pack 2 again?

What it wants is the Windows XP install CD. You have installed SP2, which
is why Service Pack 2 is mentioned in the name of your OS. I think that
you should be able to use your original OS install media (or perhaps any
Windows XP install CD) to get the language files from.

ok - what if you are unable to locate the CD? is there an area in microsoft
where this can be downloaded from. My XP has been authenticated by Microsoft
but the problem is I do not have a CD.

Usually pre-installed PC has copy of CD within hard drive.

Search for folder named "i386"

Otherwise, you need to borrow CD from some one.
