multiline faxing

I am trying to develop a fax server for work. We cannot afford to purchase
a high end systems (however I am willing to research any suggestions as long
as it is COM compliant). The question I have is: Can the Fax Console in
Windows XP fax to more than one modem card? If I have four cards, can I
route faxes to the appropriate card based on routing rules?

Windows XP Fax Service supports only one fax modem. However Windows Server
2003 does support multiple devices & has a concept of outbound routing
rules. Essentially you'll be able to control & configure what device to pick
based on the country & area code of the destination fax number. For more
