Multi Language Support

I am trying to setup a multi national Windows XP SOE.

I have tried a couple of different ways to change languages, ie sysprep and
rundll ...cpl method also.

The later of which seems to fail when changing languages, this is because
there are a number of files missing when switching the languages. How does
you pre install multiple languages so that the rundll ..cpl approach can be
used ?

Does the initial unattend require multiple languages installed ?
