multi-instance Outlook

i work in an Exchange server environment and some in my group, including
myself, can launch multiple instances of our Outlook client. It is a
convenient time saver to have one instance with the calendar open and another
with contacts open. In any case or reason, one member of our group, my
supervisor, can NOT launch a second copy of his Outlook client. Why can some
and not others? Is there a place to configure this feature/function in
Outlook?

Outlook never allows you to launch two instances at once. What the users are seeing are multiple Outlook windows, similar to seeing multiple Word documents all opened in a single instance.

As for the problem user, what happens when he right-clicks a folder and chooses Open in New Window?

yes, another window does open when he uses your recommendation; thank you.
However, why can some launch a second and third and many other windows by
repeated clicks on the Outlook desktop icon and he can not? reply not
necessary...but would provide closure.
